It could be speculation that he may well be too busy partying on down with the brides of ISIS to fulfill his ministerial duties, but the hesitation on Tony Burke's part to reveal plans to allegedly overhaul the current migratory programme probably has more to do with the risk of alienating a significant proportion of Labor's voting base with the old self-interest taking precedence over the future and welfare of this great country.
